CLIMATE CHANGE
Marstel-Day boasts a suite of climate change and resiliency services, where we have devised and built the capacity of climate security initiatives at the Department of State, led sector-wide vulnerability and risk assessments for the Department of Defense, and provided institutional assessments and political economy analysis for USAID, all built on the backbone of our robust in-house GIS capabilities and modeling capabilities. We specialize in the use of a resilient systems approach, identifying and mitigating risks that are not readily apparent to build a full profile of geographic, programmatic, and organizational vulnerabilities, from coastal facilities threatened by sea-level rise to supply chains dependent on water availability in drought-prone regions.

We work with our clients to understand unique driving forces and impacts, considering host nation policies, social and economic indicators, site specific analysis, and stakeholders' interests and demands on external resources. Our methodology integrates into other cross-functional assessments and can fit appropriately or complimentary within existing programmatic initiatives, master plans, asset management plans, capital investment plans, and other operational risk assessment processes - scalable to fit specific climate and weather conditions within areas of operation and/or spheres of influence.

Climate and Resiliency Wargaming, advancing from plan to action:

Marstel-Day uses integrated environmental scenario development theory to challenge stakeholders to consider multiple perspectives, identify methods for synergy among competing interests, and design tangible steps to develop strategies to enhance regional sustainability and environmental outcomes. Our strategic environmental planning tool provides an interactive simulation of events, strategies, policies, positions, and attitudes played out by key stakeholders to build collaboration and communication. Our tool enables players to envision and analyze a wide range of pathways that account for changing environmental and climatic conditions, such as drought, wildfire, and sea-level rise, while withstanding shocks and enduring disruptions. These environmental scenarios use proven planning processes based on complex system behavior, critical uncertainties, and sometimes unpredictable events or "black swans," that are developed into in-depth storylines. These storylines suggest how alternative futures might arise and where they might lead. Marstel-Day staff have also taken this process a step further and applied agent-based models (ABM) and probability modeling to scenario planning data in order to simulate the long-term effects of implementing alternative policy scenarios and landscape management plans to better inform decision-makers and improve the impact of decision-making. For example, these models were used to identify climate adaptation and sustainable forest management practices that would increase ecological services by $5B for a forest region.

Solutions & Innovations

Vulnerability Assessments - Completed 100+ climate change assessments for the DOD for military installations in 10 countries. Undertaking emerging research on the linkages that exists between conservation programming, climate change abatement programs, and gender-based violence for USAID and the World Bank.
Coastal Risk/Resilience Planning - Led 25+ coastal vulnerability assessments based on SLR, storm surge, and increased coastal flooding for 6 federal agencies.
Wargaming and Scenario Planning - Development of custom decision-support tools that integrate spatial data into user-defined scenario planning for the DOD in arctic and coastal / gulf regions. Currently supporting the DOS's build of a Climate Security and Resilience Dashboard, accessible to all Bureau of Overseas Buildings Operations (OBO) offices, to inform the decision-making of users tasked with integrating natural hazard and climate risk considerations into their planning and investment strategies.
Strategic Infrastructure Assessments - Assessments for 6 CONUS and 2 Overseas Army National Guard locations including 1,000+ facilities. Supporting asset-based risk assessment for 2,000+ facilities for the DOS around the world.
Funding Analyses - Maintained database of funding opportunities and have identified projects leveraging $20+ million in grants and cost-savings measures for military installation resilience and similar efforts.
Emergency Management Planning and Risk Mitigation - Created visualizations of natural disaster and climate change effects and facilitated stakeholder partnering for a White House Council on Environmental Quality Climate Adaptation Project.
Decision Support and Impact Mapping - Created decision support tools to identify climate and mission risks for the DOD; expert for 3D visualizations, videos, and interactive maps that effectively convey vulnerability.
Implementation Planning - Identified 1,000+ actions based on multi-criteria assessments (MCA) and cost-benefit analyses (CBA) related to mission sustainment and reducing risk / uncertainty in 100+ locations.
Policy Development - Supports development and integration of climate change risk management policies into strategies, portfolios, and programs for DoS, DoD, and USAID.
